Connecticut state subsidies
Governor Lamont announced in December 2025 that the State would cover some or all of the expiring federal enhanced premium tax credits for eligible Connecticut residents enrolled in health coverage through Access Health CT in 2026. This will replace some of the financial help that expired on December 31, 2025. Access Health CT is working to incorporate this new financial help into our system, but you can review the income information below to see if you might qualify. Customers who are already enrolled will hear from Access Health CT and/or their insurance company soon with more details.
What you need to do now
- Complete your enrollment in health coverage for 2026, if you have not yet enrolled.
- Make sure your application says, “requesting financial help.”
- Use the maximum amount of federal financial help (APTC) available to you.
- Select a bronze, silver or gold plan for 2026.
Who qualifies for this new help?
Households with an annual income between 100% and 200% of the Federal Poverty Level (FPL), who are not already enrolled in the Covered CT Program, will receive a state subsidy to replace 100% of the expired enhanced premium tax credits.
Households with an annual income over 400% and up to 500% FPL will receive a receive a state subsidy to replace 50% of the expired enhanced premium tax credits.
The state subsidies are currently in place for one year.

When will this new help be available?
Access Health CT is working to implement the changes needed as soon as possible, but for now you will not be able to see the new state subsidy reflected in your premium when you shop through Access Health CT. When the changes are made for the new State financial help, those who already enrolled for 2026 and qualify for state assistance will have their January premiums adjusted. Access Health CT will notify customers.
