For 2020, having Minimum Essential Coverage is still required, but there is no financial penalty for not having coverage. An exemption for hardship/affordability is still required for those individuals over the age of 30 looking to purchase a catastrophic health plan.
Hardship exemptions can still be requested through the Exchange for 2017, 2018, 2019, or 2020. Hardship exemptions may be granted for various reasons, including:
- Natural Disaster
- Religious beliefs
- Financial hardship
If you need an Affordability Exemption for 2017, 2018, or 2019, you can only request this exemption through the IRS by filing your federal tax return (or amended return) for the tax year in which you are requesting the affordability exemption.
How do I determine if I’m eligible for an Affordability Exemption for 2020?
You can claim an Affordability Exemption ONLY if the lowest-cost coverage available to you through Access Health CT or through an employer-sponsored plan would cost you more than 8.24% of your household’s Modified Adjusted Gross Income (MAGI) in 2020. You can apply for the Affordability Exemption through Access Health CT or with the filing of your federal income tax return for the 2020 tax year (which covers the 2020 plan year) using the information below.

In conjunction with the filing of your federal income taxes, complete IRS Form 8965, which allows you to report a coverage exemption granted by Access Health CT or claim a coverage exemption on your tax return. Please refer to the Instruction to IRS Form 8965 for more information on completing Form 8965. The Affordability Worksheet (Page 10 of IRS Form 8965 can be used to determine if coverage is affordable and if the exemption applies.
